Mr. Zachor and Ms. Thomas Dane became partners in May, 2004, and formed their corporation, Zachor & Thomas, Inc., P.S.

Mr. Zachor has practiced law in the State of Washington since 1975. Having attended University of Oregon Law School and Gonzaga University School of law he practiced in the areas of dissolution, personal injury, property, probate, wills and trusts, and criminal defense. His practice has changed over the years and he has been the prosecuting attorney for the City of Mountlake Terrace since 1991, the prosecutor for the Town of Woodway since 1997. In the interim, he has also been the prosecutor for the City of Lake Forest Park and Brier. In March 2000, he formed a partnership with the Honorable Jeffrey Goodwin, and they jointly became the prosecutors for the City of Lynnwood. Collectively, the two attorneys acquired the prosecution contracts for the Cities of Lake Stevens and Arlington. Darrell Johnson, prosecuting attorney for Brier was hired by Mr. Zachor, as special prosecutor for domestic violence cases for Mountlake Terrace, under a Federal grant, receiving national and local awards for the program. The domestic violence cases for Mountlake Terrace are currently handled by Zachor & Thomas.

In 2001, Judge Jeffrey Goodwin and Jim Zachor hired Melanie Thomas Dane who had been employed by the prosecutor for the City of Lynnwood as a “Rule 9” (a third year law student authorized to practice law by the Washington State Bar Association under supervision). Melanie Thomas graduated from Seattle University School of Law in 2001, and prior to that attended the University of Washington graduating with a B.A. in Political Science with a minor in Society and Justice in 1998. Ms. Thomas Dane had been prepared and trained to assume the role of the prosecutor. Mr. Zachor and Ms. Thomas Dane became partners in May, 2004, after Judge Goodwin was appointed to the bench, and their corporation was formed, Zachor & Thomas, Inc., P.S. Ms. Thomas Dane was appointed to the bench in Black Diamond, Washington in 2012. She served as part time Judge from 2012-2017. She was appointed to the DMCJA Board in 2017 and served on a number of judicial committees throughout her term. She is a regular pro tem Judge in King County.

Zachor & Thomas, Inc., P.S, currently represents nine Cities. We currently prosecute for the City of Arlington, City of Edmonds, City of Lake Stevens, City of Lynnwood, City of Mill Creek, City of Monroe, City of Mukilteo, City of Sultan, and the City of Woodway. We are also special prosecutors to Snohomish County. In that capacity, we prosecute those cases that have a direct conflict with the County Prosecutor’s office. Our firm continues to represents the South Snohomish County Narcotics Task Force and is directly involved in civil forfeiture hearings and proceedings.

Concerning appellate work, our office responds to and appears regularly in Superior Court on direct appeals known as RALJ appeals. We have successfully argued several appeals before the Washington State Court of Appeals. Similarly, we have successfully defended two appeals before the Washington State Supreme Court.

Our firm engages in all aspects of criminal prosecution. Attorneys appear at:

  • arraignment calendars;
  • pre-trial hearings;
  • bench and motions calendar, which include civil traffic and criminal reviews;
  • jury confirmation and jury trial calendars;
  • forfeiture hearings; and
  • photo red light hearings.

Our office assists the police departments in:

  • The review and signing of citations and complaints as required;
  • The review of police incident reports and supporting documents for charging;
  • The review and preparation of all cases prior to court which includes requesting 911 tapes, CCDR’s, photos, follow-up reports, contacting witnesses, drafting subpoenas, preparing complaints and jury instructions, and drafting plea offers;
  • Correspondence with the police department including but not limited to telephone conversations, meetings and negotiations with the police department and its officers, victims, defendants, witnesses and opposing counsel as required; and,
  • Preparation of documents required by the Court such as providing discovery, motions and supporting documents;
  • Communication with the court and court staff regarding calendars and case setting; · Correspondence with the public defenders office and defense counsel regarding case dispositions,
  • Requesting police reports from other agencies.
  • Requesting certified copies of a judgment and sentence;
  • Review of search warrants; and provides periodic training of City police officers and employees on legal matters affecting the satisfactory prosecution of criminal matters.,
